Guns aren't the problem, it's the @!#$ holding the gun that's the problem.
Until you can get everyperson to:
1. shower daily
2. vote
3. buckle up
4. not drive like a bleeding moron
5. brush their teeth daily
You'll have a fat chance in getting people to learn to use a weapon responsibly. I figure the answer is forcing (through fines) current weapons owners to take and pass a simple test on gun safety, and if they fail, take a safety course, and then re-write. Don't pass again, no gun for you! If you're not responsible enough to pass a stupid test that tells you not to point a loaded (or not verified unloaded) weapon at a person... then you really shouldn't be owning a weapon like that...
In that case, I suspect it's also a good idea that those people be denied a driver's license, and be supplied velcro shoes by the state.
